Each workflow action taken can, if you wish, automatically generate a related record. Generated records are bi-directionally linked to the record in Workflow. If the "Submit..." box is checked the generated records will automatically be submitted into Workflow, if enabled for that record type. Records are generated only the first time the step is invoked in the workflow.
